Due to the fact that I'm not exactly sure how you rate your anime, I'm unsure about what you would actually like so, I'm just going to list comedies I liked and you can pick and choose from the them:

Aside from second season there's also Ghost in the Shell movies, and OVA :P And if You want more of things that are similar to GitS, You might try Psycho Pass, Appleseed or Armitage III(for something older).

Can second Uchuu Kyoudai.

Bartender is a seinen slice of life and has a nice atmosphere if not a little repetitive, personally i prefer the manga but I enjoyed the anime.

Both Jinrui wa Suitai Shimashita and Ore no Imouto ga Konnani Kawaii wake ga Nai are also some seinens that are good fun to watch. But for something a Little more dark maybe try watching a bit of Aoi Bungaku.

@Daconator

I recently watched Witch Hunter Robin, and I thought it felt pretty similar to Ghost in the Shell, I'm not really sure why, group of police working together in an alternate world maybe? Anyway, I enjoyed it (more so than ghost in the shell actually, but that's just me) and it has a good English dub if you prefer to watch those.

Anyone know an epic style action like fma brotherhood, fate zero, etc. with that kind of newer animation art? If not, can anyone recommend a funny lighthearted school anime like Sket Dance? Preferably one that's not centered around romance. You can see what I've already watched or dropped in my list, thanks! Only anime's with at least 8.0 ratings please.

2. Boku wa Tomodachi ga Sukunai.(score: 7.771 (scored by 60863 users))
3. Place to Place.(score: 7.761 (scored by 21480 users))

I would probably recommend watching some other shows that have a mix of action and comedy because that seems to be the kind of thing you like on your list:

Durarara!!*

Fate/Zero*

Great Teacher Onizuka*

Jojo's Bizarre Adventure (2012)

Katanagatari

You might enjoy some of the slower shows though that are just nice to watch, a mix of comedy and serious shows:

Chihayafuru

Gankutsuou*

Jinrui wa Suitai Shimashita

Kanon (2006)*

Lucky Star*

Mushishi*

Yuyushiki

(Ones marked with a Red Star* have English dubs if you prefer to watch english dubbed anime, those with a Purple star* have dubs better than subs (again, my own opinion) in case you want to try them out.

Try Itazura na Kiss. It's a full-fledged shoujo anime but mainly focuses on romance. Add to that lighthearted comedy here and there and you've got an entertaining show to watch.

Depends on what kind of romance You're looking for.
Drama, romance - Nana, Sakamichi no Apollon, White Album
Comedy, harem, ecchi, romance - Rosario to Vampire, Love Hina
Comedy, romance - Inu x Boku SS, Green Green

Check out Nodame Cantabile. The romance starts off slow, but it builds up eventually.

Okay, here's a relatively large list of anime with a school setting and lots of funny parts:
  • Plastic Nee-san- short (about 30 minutes total) and really random
  • Nichijou- pure random comedy but can be pretty hit-and-miss for people (this one's already on your plan to watch list but I decided to put it here anyway)
  • Danshi Koukousei no Nichijou- random and often relatable comedy, especially if you're a guy, though it's more of an "after-school" setting than an actual "school" setting from what I remember
  • Chuunibyou demo Koi ga Shitai- romantic comedy with plenty of gif-worthy scenes (my signature and forum avatar are from this anime)
  • Acchi Kocchi- pretty cute and comedic
  • Boku wa Tomodachi ga Sukunai- kinda ecchi at random places but has some pretty good comedic moments
  • The World God Only Knows- interesting romance with a unique twist with some pretty funny parts (I'm currently loving the hell outta the third season)
  • Kotoura-san- comedy with random spurts of drama; the first episode is nothing like the rest of the series
  • Seitokai Yakuindomo- really damn funny if you like or don't mind perverted humor. If you don't get or like perverted humor then this anime is definitely not for you. (btw, if you find the uncensored opening, make sure you do not watch it with anybody around; definitely NSFW)
  • Tonari no Kaibutsu-kun- While I don't usually like shoujo anime, this is one exception. Haru is an amazing source of comedy and this anime has some golden lines like my favorite one "Let's play pretend Zelda!" (you'll get it if you watch it)

I see that you liked Clannad, so my recommendation would be to look at Shuffle! Has a few elements in there to make it more interesting than the normal romance anime.
Phantom: Requiem for the Phantom focuses on a single couple but has a lot of action in it. Not like your usual romance anime, in fact romance probably takes a second seat to action in this one. Its just too good not to recommend too.
