Well it’s simple he did not fully consent if she went through with it so that’s why she says the line. Like he is of legal age if consent is there but when she is drunk and he is sick and out of it would have been consider illegal.
Also she is best girl for me, by far as she is so human as a character she is not perfect and is flawed but also shows the most human amount of emotions. Also I just finished the manga and she is still my favourite, though there are other good girls

What was it that was fucked up? There was an agreement about the kiss an episode beforehand. She asked if they could have sex before doing anything and when he changed his mind, she stopped. And it’s not the US so the age of consent is not 18. In Japan it’s 13.

First of all, the age of consent may be 13 due to the Penal act, but other laws in Japan, such as the child welfare act, prohibit sexual activity with young people under the age of 18 (regardless of consent), it is treated as a serious offense and punishable. Hence why Himeno made the comment about it being illegal. Also Denji consented for the first kiss due to their agreement. The 2nd kiss though? The one where she forced him to drink alcohol? He didn't consent to that and she literally forced a minor (in the show, before some clown tries to call me a schizo) to drink alcohol while he was already not in a good mental state. There's no way you can tell me that isn't fucked up.

To be fair when she was stable enough the next morning what she admit what she did was wrong. She also said she blacked out like crazy and to my knowledge when people black out from intoxication they do not remember close to nothing.which my personal experience or knowledge i could have acted like a completely different person if I COULD NOT REMEMBER THE HELL HAPPENED
