Josuke’s English voice was easily one of my favorite character voices in JoJo.

Not necessarily. Worst case scenario, it simply doesn't get an English dub. But if it does, I'm betting there would be a replacement voice for Josuke; I'm sure that is what Billy would've wanted. If they ever do English versions of the JoJo games, that's probably what they'd have to do if they couldn't get by on archival recordings.

The new spin-off wouldn't have got an anime adaptation even if the VA didn't die anyway. I guess he will be replaced by someone else for his other roles.

I’m sure Billy would rather a new VA take over the role. He gave Stephen Fu his blessing to play Naofumi for season 2 of shield hero. He’d want the same for Josuke.
