So,does that mean the human who will got the power is somebody who have connection with the original owner or negator for first term?and if it doesn't have any connection,then the power will transfer to anybody?

Maybe if a regular person kill a "Negator" he automatically gets his power. unlike Under, we still don't know exactly how the negator's power really work.
Also, it seems like the rules of "Untruth" changed. Mui was able to use it on Feng even though she isn't fond of him.

I believe Tozuka will reveal to us a lot more information about how nagator's powers works in the future.

Only connection between gaining Negator powers that I see is "tragedy". Fuuko got powers and then her parents died, Shen's power caused his sister death, Rip when he was operating his friend, Unmove also caused death of his parents
