Ah! My Goddess - predates the moe boom, but it works.
Astarotte's Toy - lolis aplenty, funny and occasionally heartwarming.
Bakemonogatari - not exactly cheesy, but the girls are great. May seem "deep" at times, but there's no need to take it that way. Its sequel, Nisemonogatari, is even better in that department.
Canvas 2 - Based on an eroge, though not that ecchi in and of itself.
Chobits - A semi-classic about a boy and his robot girl.
Chocotto Sister - contains lolis, though the romances with the male lead don't involve them.
DearS - High school boy + busty alien girls + childhood friend, etc.
Dragon Crisis - Occasionally an action series without a whole lot of romance, but Rie Kugimiya (Shana, Louise, Aria, Taiga, Nagi Sanzenin, etc.) as a cute dragon girl is not to be missed.
Final Approach - based on eroge; girl parachutes into guy's room and claims to be his arranged-marriage fiancee, things only get crazier from there.
Futakoi - A very standard harem anime, only all the girls are twins. Double your pleasure, double your fun!
Guardian Hearts - Action/sci-fi/harem/romance, with plenty of archetypal characters. One of the most predictable ecchi/loli/otaku anime I've seen, and I mean that as a compliment.
Happy Lesson - Harem of non-blood-related mothers who are also teachers, plus a few other girls.
Hayate the Combat Butler - 1st season spends some time on parody, but still plenty of nice romantic/moe moments.
Hoshizora Kiseki - very standard "transfer student meets lots of girls" eroge adaptation, but watch out for the trap shota little brother character.
Strawberry 100% - So cheesy and cliched I can't believe I watched it 3 times and worked on a DVD re-release of it.
Infinite Stratos - the epitome of "otaku crack" harem/romance/action anime.
The World God Only Knows - Guy uses knowledge and techniques from romance games to get 3D girls to fall for him.
Kanon - same creators as Clannad, and imo better than it.
Kemeko DX - contains sci-fi/action, main girl is adorably shy and demure outside of a powersuit, crazy and insane while inside it.
They Are My Noble Masters - Fun and thrills as a guy and his older sister work at a mansion owned by three lovely sisters.
Kimikiss Pure Rouge - a VN adaptation that isn't a harem.
Ladies vs. Butlers - Hilarity abounds at a finishing school for rich girls, butlers, and maids. Includes a very loli-looking 19-year-old.
Love Hina - a classic of the harem genre, aired near the beginnings of the moe craze.
Mayoi Neko Overrun! - Another by-the-numbers execution of moe/romantic content.
Moetan - Romance isn't a huge emphasis, and there is some parody going on, but if you want cute lolis, look no further.

Not sure if serious. While Pretty Cure contains
some romance, it's nowhere near the main emphasis, that main emphasis being Magical Girl fighting sequences and merchandising. Shugo Chara! does have moe elements, but it is a shoujo series where the guys are the main objects of desire. Both are good in their own ways, but I don't think they're what the OP is looking for.
