I'll put some more effort into this later, but have this lackluster thing for now.
If it wasn't obvious already, I love anime (along with pretty much everything else Japanese). Although I haven't watched that much compared to others, it is my absolute favourite thing to do/watch. Other than that, I play a lot of vidya games, ski, play badminton, and like to write reviews of anime I watch. I hope to get into university in the fall so I can work on getting a bachelors degree, where I plan to teach English in Japan.
I don't like the numerical rating system very much, as I can never translate my thoughts from a show into a number that I feel makes sense. I still give shows I have watched a number rating just cause some people like that sort of thing, and reviews on this site have to have number ratings. However, don't pay much attention to those, and if you want my opinion on something, ask me, read my reviews or look at my list where I have a brief summary of my thoughts a good amount of the shows I have watched (shameless plug).
Anime Milestones:
100th: Kare Kano (7/10 fuck those last few episodes but still fantastic otherwise)
Magata Shiki was the best part of the show(The Perfect Insider)? Bitch was a murderer and that too of her parents and her daughter which didn't even do anything and she had no reason to die. Her take on humans? Well to me it all seemed like something only a lonely pathetic loser would say. You seriously needs to improve your taste in character brotha cause Magata Shiki was easily one of the most retarded character in history.
I gave Lovely Complex a 10, but I'm probably just much more lenient on scoring than you. The review was fair, and the comment about "Complex" and "Eleanor Rigby" was a funny catch. You should listen to "I Want You Back" by the Jackson 5 then listen to Yuru Camp's OP ("Shiny Days") lol.

I really like your review style: You hit on all the right points and highlight little tidbits most people would usually skip over. (Being dense, I totally didn't make the connection that Saitama being bald was a parody on outrageous shounen protagonist hair xD)

You think Kimi ni Todoke is more developed than Lovely Complex, because you love comparing, and since you love comparing you will find hundreds of "reason" to support the opinion you've already made up and that you plan to stubbornly support in the future, even if it's incorrect.
Because I don't like comparing works, but I prefer to assess the value of each work as a unique piece independent of others, I see both Kimi ni Todoke and Lovely Complex as worthy of appraisal romances, so both get 10/10 from me.
And I don't think there's any more need to continue this conversation, since it looks to me like you're inventing reasons to hate on Lovely Complex (which are very prejudiced -> For you, if it happens in Lovely Complex, it's something bad to complain about, but if it happens in Kimi ni Todoke, you'll ignore it or try to prove that it's a good thing).

Kimi ni Todoke had its own charm and Lovely Complex its own.
You cannot compare it, because main characters have totally different personalities, so naturally they will choose different paths in their love life, and that will affect how the plot will develop.
Kimi ni Todoke = shy and reserved characters
Lovely Complex = outgoing and fun-loving characters
Kimi ni Todoke concentrates on shyness, allowing the main couple to slowly overcome it and open to each other.
However, main characters of Lovely Complex are in denial. "I won't date a guy shorter than me" (Risa) and "I don't want to date a girl taller than me" (Atsushi). The story revolves around them slowly getting used to the idea, but meanwhile stubbornly looking for alternatives (that's why there's so many side characters). Without them, Risa's and Atsushi's love wouldn't progress, and they'd be still in denial of each other, so who cares whether the side characters are well-developed or not. They're only there for the main couple to move on, and since they're only for short-term, why spend a lot of time developing them?
Also, mind the fact that most villains from Kimi ni Todoke weren't that developed either. Since it didn't take them a lot of thinking or any going through some complicated events, before they regretted their actions and became the "good guys". So, if you talk about lack of development in side characters, this goes for both "Kimi ni Todoke" and "Lovely Comples" and pretty much all shoujo genre (maybe except OHSHC).

As for your point, I enjoyed how long it took them to proceed to relationship - it was very realistic, and made their love all the more important and that extra time allowed each of them to straighten out and confirm their feelings for each other. As they say in my country, "quick to marry, quick to divorce" and this proverb is true in real life. People, who start dating soon after they meet, are quick to break up the relationship. On the other hand, people who take years to become a couple, stay together for many more years, and relationships, in my opinion, should be taken seriously, not as a short-term game.
