Rose of Versailles is sort of like Utena thematically, but not at all in terms of its direction. In terms of visual style and direction it feels like Ashita no Joe because they were both directed by Osamu Dezaki. Utena is an Ikuhara anime through and through, so it has his love of really random and chaotic visuals and silly gags when it's not being all introspective and artsy. I love Ikuhara, but his style can definitely annoy some people. It's very distinct and you either like it or you don't. Rose Versailles is not going to have surfing elephants or characters turning into cows or jokes involving snails.
