The kind of people that didn't liked it as much as rating it at least 8. As for why there are quite a few reasons such as the pacing being too slow, the story dragged on too much for some people, the animation not being the best around and being disappointed by the ending that didn't hold up to the build-up and expectations.
Probably there are even more reasons but these are the most common I've seen and I think they are understandable reasons for lowering the rating.

However personally I wasn't really affected by those points as much and still consider it my favorite anime by far.

There was a guy that posted a Re:Zero thread in AD when it was airing complaining about haters, I responded in kinds and a freshly created account posted on my profile insulting me and stuff and even though after some discussion he came to the conclusion that I wasn't a hater but I actually had reasons not to like the show he still had only Monster on his list rated 1/10. At least he admitted being a coward.

As there are people who can see it as something honest and true to human nature there are people that can see it as melodramatic or exaggerated or even boring(of course you can see it in many other ways but I am just taking these two as an example). I'd say it depends a lot on the viewer's way of seeing humans and on what they seek in anime in general. Apologies for this vague reply, but I can't quite put myself in their shoes

Any anime that attempts to be serious and has some ambition that goes beyond straight up being entertaining is vulnerable to the "2deep4me" meme circlejerk.

Because it didn't strike me as particularly good. Urasawa abuses the same story-tellings devices again and again as usual (Pluto is the same), but it really shows in such a long show. 40 episodes of the main girl shaking in fear and muttering Johan's name and off-screen gunshots wasn't exactly a thrilling experience for me. So much time wasted on the same boring things he already did when he could actually do stuff with either his characters, plot, or themes... The show should be way, way shorter, and Urasawa needs to stop falling into the same predicatble habits twice/chapter.

Also, @JogaBenito, you missed the "Series Discussion" subforum.

I gave it 8/10, but would have rated it higher than if there weren't some things that really bothered me:

1) How did Johan get those writings up on the water tank?

2) HOW DID JOHAN GET THOSE WRITINGS UP ON THE WATER TANK?

3) The writings Johan left during the first half of the show were really annoying.

4) The Nazi subplot seemed unnecessary and cliche.

5) Everyone is stuck inside a burning library... and they can still breathe?!?!

The second half of the show was completely worth making it through the first half, however! Definitely a must-watch!

I gave it an 8. It's good, but it peaks in tension around episode 39, a little over halfway through the series. If I was a super-critical person, I'd probably give it a 7 just because of that, but it was still somewhat entertaining after that point, just not a must see classic.

20th Century Boys also has a clear point where it drops off in quality, but instead of losing tension, it just gets more and more confusing, convoluted and overstuffed with characters. Still anything that remains consistently interesting the entire time can't really get a bad rating from me.

I've said before Pluto is the best of Urasawa's works, at least out of what I've read/watched. Mainly because it tells a clear story, is only as long as it needs to be, and almost completely avoids being unnecessarily convoluted.

Urusawa has big problems to give good conclusion to his manga. Also for me Pluto is his best work, i guess the lenght and the setting helped. It was more suitable for my taste.
I was extremely disappointed with 21st Century Boys, i had too much expectation from how praised 20th and 21st were.

I actually agree with the too long part. Some stuff (e.g. Nina's realisations were repetitive and it was clear what was going on without seeing the same flashback the 15th time. Maybe I would have given it a 8 either, but I liked the side stories so much, that I rated it higher in the end. They highlighted the atmosphere quite well (e.g the story with the old couple and her murderer son, the young asian student working as a doctor, the country doctor and so on; I even liked the Eva stories ;P)

But giving it a 1..... I can understand giving something a 5, 6 for such a work when they didnt like too much of it and it wasnt their genre, but I cant just take such persons seriously rating it that low. There were too many things done right.

It's been a while since I saw Monster.

I was specifically talking about the episodes where
I know Johan's past was complex and interwoven with Nazi history, but I think the way this particular subplot was handled was less than effective/creative.

Eh, I thought of it differently. IMO it was nice to see some obstacles encountered along the journey. And it especially helps that they trace back down to Johan's origin story.

I completely agree, atmosphere and side characters are a huge reasons I liked the show so much. I still find it surprising how he managed to have so many yet so interesting characters and I didn't even find that distracting or derailing from the main story. It added a lot of immersion and feeling of enjoying the journey rather than rushing towards the destination. Honorable mention to Martin, best side character of the series for me. Damn I love his smug face

@JogaBenito

Last night, I was mentally comparing Johan to Makishima from Psycho-Pass. The characters seem to have similar personalities, but, while Johan seems real. Makishima just always felt two-dimensional to me.

I'm going to have to rewatch Monster now.
