I think it is more like the Roman Empire inspired. If you see Frieren's flashbacks in episode 10, the citizens of the Empire were wearing togas, and the city was filled with Romanesque architecture.

The eagle is based off similarly to the Prussian Eagle, the Roman Empire used an Aquila Eagle aka a pure gold eagle in its representation, and because HRE was a Germanic Confederation, it being based off a Prussian Heraldic Black Eagle is understandable, but don’t get me wrong , everything you say about the Togas, and Architecture is Roman inspired, and I think we can all agree the map is just England upside down lmao

This looks a lot like what a rotated then slightly modified British island map would end up looking like, indeed. This was probably what inspired the original drawing here.
