This is an unpopular opinion but Levi has been suffering since practically day one. Eren, despite all of his sufferings still had a mostly normal childhood and loving mother until shit went down. Levi was born into a persecuted family, lost his mom at four, almost starved to death, had no form of parents except for his sociopathic uncle who then left him. When he survived long enough to escape the Underground he watched his only friends die brutally. Then his entire squad died, his potential wife to be died, his closest comrade died (Erwin). Atp I wouldn't be surprised if he just stops caring but he keeps going. I might not be 100% correct but you can't lie that Levi is the literal definition of suffering.

aside from the characters, Eren VA (Kaji kun) suffers the most out of the all VA. In live show, Kamiya san (Levi VA) mentioned the playing Eren makes Kaji san feel a lot of sadness. Kaji san said, when he read the script he always feel like Eren has to suffer a lot, I really feel sad for him. Kamiya san then added, after VA Eren, Kaji san sometimes act like Eren in real world ..

Levi objectively had the life with the most suffering (and by far), it started at birth, but he is mentally stronger than Eren, and if you take into account the last chapter, his life must improve (sort of, since he remains paralyzed for life). So I would say that subjectively Eren had the most suffering, and Levi objectively had the most suffering.
