Typically I think shounen as having action aiming at male teens. I guess it caters to male perspective in terms of the romance. Why is shounen a genre for this show?

This show is labeled shonen because the manga was serialized in the Weekly Shonen Sunday magazine, so automatically it makes it a shonen regardless of the content.

Because there was nothing mature in this series and it's juvenile at best.

Shonen =/= Action
Domestic na Kanojo is Shonen
Rent-a-Girlfriend is Shonen
Food Wars is Shonen
Promised Neverland is Shonen
Detectice Conan is Shonen
Beastars is Shonen

Shonen is demographic not genre
Tonikaku Kawaii manga is running on Weekly Shonen Sunday Magazine by Shogakukan

No one said that Shounen had to be action. Shounen is the demographic of young male teens, and this goes to that.

even if you ignore where it's published, this series is still more in touch with shounen romances



Shounen romances are usually more comedy focused and can be over the top
Shoujo romances are usually more drama focused and also contain lots of 'hot guys'
Seinen romances are usually very down to earth and/or very mature themes
Josei romances are usually more lustful and/or have deeper connections with the romance

Factually, shounen is a demographic of teen male. That's it. Whatever it is, if it's aimed at the teen males, it's shounen. I doubt adults (which is seinen) enjoy this more than teens.
