Apparently, there are barely any, if even any at all streaming wise where you can watch Monster. I don't even think that it has that many DVDs as well. I heard somewhere online that this anime had a lot of drama I guess with streaming/legal rights or something like that and I was just wondering why.

EDIT: I am not asking about pirating or anything. I'm asking WHY is it so hard to find despite it being so legendary? Like, why aren't there any updated legal sites? Did the licensing expire just like it did for shows such as Baccano or Evangelion (Not counting the Netflix vers), etc?

As far as I know the only distributor that has released the whole series on DVD with English subs is an Australian one and idk of any legal streaming sites either so you're probably stuck with either pirating it or reading the manga (which is really easy to come by legally).

I've watched it on youtube. And if you find a anime streaming website, you'll probably find it as well.

I wouldn't hold your breath for a re-release of either one of those shows. Maison Ikkoku was a (ahem) giant dog for Viz, to the point where by the end of the series they were only even bothering with very tiny print runs just to finish the show. Monster was aborted after the first volume due to myriad issues, low sales being among them. To speculate, both series are controlled by extremely powerful, very hands-on manga artists, and so the amount of approvals and hoop jumping required for an American release is probably absolutely insane, and not worth it for the very low sales they're likely to generate.

Compared to other distributors, Viz has been more willing to pull the plug on poor performers, as seen with their cancellations of Hikaru no Go and Full Moon. Monster was apparently a critical darling that some viewers had a lot of respect for, but apparently didn't bring in the level of popularity and sales that the relevant companies were hoping for. I haven't seen Monster myself, but slow-paced, adult drama anime have not typically been lucrative properties in the US market over the years. Viz did stream Monster for a few years, but it's safe to say that the license has long since expired.

Oh wow, that's rather suckish. Oh well, it kind of makes sense. People care more about Kimetsu no Yaiba, One Piece, Naruto, and other similar shows vs a more mature series with deep characters and stories

Except titles like Showa Rakguo have done well and are up on legal sites. Fact is it is an older series (the biggest issue) that has very little attention. Anime like Legend of the Galactic Heroes you couldn't find legally for awhile either. They eventually will get around to at some point I think.

Hopefully since Pluto is up for an anime adaption it will get put back on legal sites if popularity of that series spikes. Until then I am just going to watch it off YT and if I like it I may buy the manga to support the creator.
