Is it illegal to watch loli hentai in some country?

I heard that loli hentai is illegal in some countries like England, I know it is illegal to possess loli hentai but is it alright to only view it?

While its technically illegal, for example in Canada, the law is never ever enforced. It's not real people so I don't think you should stress to much, just don't collect terabytes of it on your hard drive.

So, many countries have similar "laws" to England on this. I'm in the UK so will talk about that, but this counts for the vast majority of countries. Hell, even a highly authoritarian police state like China has tons of lolicon artists on Pixiv. There's actually a huge lolicon culture in China. I think they go easier on it than live action pornography. But anyway...

Laws around loli art suffer from the same problem as any "decency" law. They are vague, and up to the interpretation of judges and other officials. There are some anime which you can view on CR in the UK which have very petite characters in sexual situations which a lot of very uncultured angry little fuckwits will call pedophillia. This is why I put quotations around "laws" in the first paragraph. These things aren't set-in-stone laws but just a way for people in power to enforce their opinions. One man's loli is another mans regular anime girl, but it doesn't matter what you percieve, it matters what the sad old man in the wig thinks.

Basically, if you want zero risk of ever getting trouble. Don't go anywhere near any vaguely loli content whatsoever. Because it's possible you will be used as example. There are cases every year of people randomly getting charged under decency laws for things that get ignored 99% of the time.

But if that level of self-suppression sounds extreme (it is), you have increasing risk when doing the following things:
-Viewing loli hentai on a stream / images on pixiv
-Doing the above but using an account linked to your name, like having an account on the streaming site / pixiv.
-Storing loli content on your PC. Can be concealed with encryption software. But you can be forced to show decrypted files.
-Owning physical copies. This is the most risky because if the police ever need to come to your house for any reason there is a chance of them seeing it and deciding it is pedophillia.

You can reduce risk by using VPNs, and hiding your digital / physical copies.

Or you can not give a fuck and have loli figurines / doujin on display in your front room like this guy (^_~)

It's illegal in a lot of places. Fictional CP, whether it be drawings, writing, or audio recordings of adults who are able to accurately imitate children are often illegal, however their possession generally only lengthens the sentence for people who are caught with the possession of real life CP.

In my country (Russia) some sites delete (or are forced to delete idk) loli hentai from time to time, both video and images. But it doesn't happen too often and doesn't affect normal (non-porn) loli at all.
There are some holywars and threats to ban lolicon or even anime itself but there never were official restrictions. We just have Roskomnadzor - a goofy censorship bureau which can block anything they consider to have cp, drugs or terrorism, even for no reason. But these blocks are still surmountable very easy lol.
So, we are still open to the world of lolicon

It's just a few countries in the world that is against loli hentai.
Sweden is one of them, they even block some videos at pornhub, talking about hentai now.

Even so, in sweden you are allowed to have sex at the age of 15, you can have it even earlier if you have document on it, that you can get from a judge.

So it's very wierd in my view, but a lot of people think that if you watch something drawn you will feel the same thing if it was in real life.

Well, sweden is even blocking some Fate/Grand Order videos, so I don't really know what in hell is going on anymore.

Lolicon/shotacon is illegal in Russia, not only that but all hentai in general can be considered cp if authorities find any imagery even slightly resembling sexualized minors. Even if the character is not a minor in this particular hentai, but the judge thinks she/he looks like one - you’re going to jail. The same goes for regular porn. All that “barely legal” stuff is illegal.
Not only that, but you’ll also go to jail for even sharing sexually explicit artwork with characters resembling minors. We had like 2 cases of people being prosecuted last month.

Dumb and Vague, Yeah, I know. Personally I think its messed up to ruin a person's life over drawings. Also its even dumber considering how many adults share the same body types as "children". But again, you'll still be punished as if they were a child.

In a world where some countries censor weapons in shows like Naruto pretty much everything entertainment wise is illegal/banned in one country or another, so I'd imagine so.

Yeah, figured it'd be illegal here as far as actual lolis go (I use the term "actual" very lightly since they aren't even real people) . God forbid we acknowledge that fact short women with smalls chests exist tough.

Are this like ever done? I can't imagine 13-14 year old going to fukcing JUDGE to ask for legal permission to have sex.

It's hard to give explicit answer on this since it depends on country. It's explicitly legal in the US, but in states with obscenity laws they could still prosecute lolicon based on that. I also know it's explicitly legal in Finland and Spain and it's probably either legal or grey zone in much of EU. But it's really variable.

It's explicitly illegal in the UK and other commonwealth countries such as Australia or Canada. I think it's not legal in Netherlands and Sweden either. Also Russia where all hentai is illegal I believe. And probably a lot of other countries.

You are best off looking up if there is any precedence ruling on this in your country and if there isn't there is also Wikipedia list of the legality for this, but for obvious reasons it's not complete. If it's not there either try to look up whether it's legal in your country or read related laws yourself, but it can still depend on what judge decides if it came down to it.
Usually countries with strong laws around protecting freedom of expression would consider it legal, but it's not assured.

But in the end these laws are hardly ever enforced, so it's probably safe enough even if it's not legal in your country, as long as you don't commit other crimes. They could slap it on your for longer sentence in that case.
But you are probably best off not downloading anything, and certainly do not import any physical volumes of manga, etc. Alternatively make sure to encrypt any storage you keep it at, and make sure your country doesn't have laws that could compel you to decrypt it at their request. I think in UK they can do that. You are probably best off encrypting regardless of legality since it's subject to change and it's still probably not something you want people to find regardless.
