It appears in a karuta card, pretty sure it's explained in past seasons.

I think that it would be slightly more accurate to say that Arata impersonates the precise meaning of strength comprised within the meaning of Chihayafuru. Not a ferocious or violent as in Wiktionary's definition since they used in the anime the comparison with a top spinning at incredible speed and perfect stability (and the kami may just be dangerous entities).

In a word, this is in my opinion a heavenly strength with does not comprise any negative human emotions. Arata is a sort of god who keeps smiling, moving cards at the worst moments for his opponents (it somewhat suggests that he can read the future although it is just coming from his sharp reading of the game), and getting the very cards that Shinobu chose to protect at the expense of others.

Chihayabu/Chihayafuru might also be applied to some great martial artists because they tend to share some of Arata's personality treats on and outside of the tatami (~peaceful strength).

The old japanese word is 千早振る. However, here is my personal interpretation, relating to the anime.

Chihayafuru can be split up in three parts:
Chi is as in blood (or sometimes red, scarlet, which I prefer to 1000 (千) since "it's a nice number but I can't seem to make sense of it")
Haya is as in quick
And finally furu (ふる)

There is a double meaning to the ふる word in Chihayafuru. With kanjis, it could be written 降る as in a stream rapidly flowing (the red Tatsuma river reference in karuta) or red leaves falling as in the scenes you can also see in the anime. Another possible word is 振る referring to the quick swings Chihaya make in competitive karuta. Both 降る and 振る are verbs in japanese, and japanese people love to leave the meaning ambiguous by keeping it in the kana form ふる, especially in karuta where all symbols are kana.

In season 1, there is a scene where Oe-san explains the poem to Chihaya in front of the bright red yukata of the Tatsumi river.

Also as Meusnier mentioned, and as it was explained in season 2 of the anime by Oe-san, Chihayafuru as a whole word referring to the "heavenly" japanese gods, in contrast to the blurred movement of the Shinobure / Shinoburedo (?)

They've already told us they were not the ones running the website (on these matters).

Still not an excuse. The very least they could do is update us on the situation if somethings happening instead of this silence.
