That's mostly due to they did have enough budgets for Railgun S to make the art/animations decent (Nagai is also very good at handling the time schedule), most of the budgets they used are mostly from the Index movie which have a good reception received from the fans/viewers. And also J.C Staff only working on around 5 or 6 anime during that time. But here is a different situation and far worse than during 2013, they officially stated that Index 3 was made out on rushed and made it in seemly low-budget in mind (Plus Nishikiori also being moron for only using budgets on mostly background scenes and bath scenes), which is why the animations quality can't keep up in between episodes (The fact they also rushed the story doesn't help either). If Index 3 ended up being poorly, how much budgets will both Accelerator and Railgun 3 have during it's production time? Yes they announced these during Index 3 airing time but do you honestly believe they will have a enough budgets to working on it without borrows some moneys from the reception of Index 3? Index 3 aside, there's also an another problem the studio have currently, is that J.C also working on MORE THAN 10 ANIME AT THE MOMENT TOO (This also included Index 3, Accelerator, Railgun 3 and OPMS2 as well). With these much anime they're working on, their anime staff teams was busy as hell on the production time that they have a hard time on keeping the arts/animations quality at best, and they will also make the stuffs on rushed in some way too (Like in Index 3). Although I could be wrong too as Nagai was a good director, I can see him being handled Railgun 3 well despite it's tight production schedule. Hope you will get the situation after reading this. |

| I really do not like how bad index 3 is handled I am hoping Railgun 3 will be handled similar to how Railgun S was, otherwise I will just stick to the original source for anything from the series. |

| I wonder if they are going to animate the Tree Diagram Remnant Arc in it too since for the most part that arc focuses on Kuroko and some in Misaka, that would help explain some stuff |

| I know that a different director handles Railgun, but I REALLY hope JC won't ruin S3 like they did with Index. Waiting for 8 years and severely underdelivering is pretty painful... |

| Of course this is the best J.C Staff ever made in Toaru series it looks like they care more for this series instead of Index III and Accelerator couz they decide to make this last in 3 toaru series (1st index III last year then Accelerator this summer) so they can focus on this.
