Almost all anime take place in Japan. Although there have been characters in anime that are not from Japan... I have not been able to find an anime that takes place somewhere other than Japan.

So, Are there any anime that take place somewhere other than Japan?

Monster is set in germany. There are hundreds that are set in fantasy worlds.

For starters try fantasy.

Most of jojo parts is not set in japan except for part 4 and 8.

When you said international I thought you meant internationally produced. So the first comes to my mind is the latest Castlevania show.

Top notch animation and good story. The setting is also European.

Soul Eater takes place in a made up city in America.
Black Lagoon mainly takes place in Roanapur Thailand, but they do visit Japan and other places.
Dantalian no Shoka I believe takes place in Europe, but I'm not sure.
Gunslinger Girl takes place mainly in Italy.
Gosick takes places in a made up country in Europe.
Hellsing I believe takes place in Europe.
Kuroshitsuji takes place in England.
Little Witch Academia probably doesn't take place in Japan as I believe it was said that Akko who is Japanese came to school from abroad, but I'm not sure where it takes place.
Mahoutsukai no Yome takes place in Europe.
Spice and Wolf isn't specified where it takes place as far as I know, but seems more like its set in Medieval Europe.
The Reflection takes place in America aside from a few scenes where it switches over to a group of girls in Japan.
