I guess filler episodes. Recap episodes usually last the duration of one episode and don't occur very often. The length of filler arcs can sometimes be unpredictable depending on how much time the author needs to get ahead in the manga. Plus, they can get boring after a while since they don't really contribute much to the plot.
I usually just skip recaps so I guess they are worse because they are not even worth my time. Filler depends, but I normally dont watch anime with filler anyways
Sometimes they make a mixed episode which is mostly recaps but also contains very important new scene or voice-over information. To discover this decent crumb you must suffer through a lot of pointless repetition.
I hate those types of episodes the most, since you don't know in advance should you skip it or not. I mean nowadays those which are full recap episodes are marked with .5 but in the past there wasn't such thing.
Recap episodes can be useful if you've stopped watching an anime or put in on hold for a long time.... filler episodes on the other hand are completely useless waste of time and sometimes you'll see a lot of characters acting out of character because whoever is writing the filler arc isn't the same as the person writing the canon story
While rare, there are some good filler(G-8). But through all the anime I’ve seen the only good recap was from Kill la Kill, and that’s just cause they crammed half the whole series in a single minute before the opening song.
Recaps are an absolute time waste. My memory is pretty decent when it comes to remembering fictional media (though i do tent to forget more "important" life aspects) and at least fillers are trying to tell a new story, as shit as they almost always are.

I like watching Naruto fillers, while I eat ramen or when I want to watch some Naruto but not restart the whole show. But, honestly those fillers could probably have been compiled into a separate OVA series instead of sometimes interrupting the flow of the show.
I guess if you're watching an airing show recaps might be worse, but as someone who only watch finished shows recaps are definitely better because I can just skip them without worrying that I might have missed something.
Both sucks. While filler episodes can have a potential to be good and contribute to the story it can also be very bad as it only protect franchises from running out of material to ensure your favorite shows doesn't go on hiatus. And recap episodes, especially for long running shows will begin their recap to refresh memories of the viewers. Nothing bad about it, but lengthy recap that sometimes takes 2 or more episodes are the worst. It's like waiting for 2 or more weeks to watch the next episode of an ongoing show for nothing.
recaps are worse because at least fillers can be entertaining and not every single episode as to be related to the main plot. I like about 80% of fillers I've watched compared to skipping most recap episodes.
One of the obstacles to watching anime weekly is the fact that, especially in more serious animes, you forget certain details as the narrative progresses. If you don't actively discuss with people or consolidate your memory in some way, you may need to rewatch or read the wikia to review them. This rarely happens to me, but for example, I plan to rewatch 86 on the eve of season two to recall the most important details and organize the timeline.
In general, recaps are separate episodes from the anime and I don't count them as part of the story, as they are often listed as separate, apart from some exceptions like Wonder Egg Priority and Gyakkyou Burai Kaiji: Hakairoku-hen. Of course, they can be quite annoying if you are up to date and remember the anime events well, as they consume a week. However, if you're not, they might at least come in handy. Often I just ignore them and wait a week. And, when you're marathoning anime, I believe they're always ignored and don't even consume your time, as there's probably no need to reminisce.
Fillers, on the other hand, are not like Recaps that appear alone and consume a single week. The biggest problem with Fillers, from my point of view, is that they sometimes compose entire arcs. Fillers often come in a pack and take up a significant portion of the Long Running Shonens. Imagine you, the Naruto fan reading this, being excited about Pain's arc and, when it's finished, having to spend 10-20 weeks watching Iruka filler episodes looking at Naruto's walk. Or, have the story of Classic Naruto already finished and endure about 80 episodes with non-canonical arcs that don't add much useful in the future. This is really bad.
And to make matters worse, unlike Recaps, which don't add anything to the story or, at best, show another point of view, fillers are original stories. Some people may prefer this idea, as the biggest problem they see in recaps is the story not moving. However, I personally see more problems with fillers, as there is a potential risk of them being contradictory to the original material or deviating from a path you were enjoying. Even if they're good additions to the story, the development is usually just ignored in the other arcs, because the author didn't specifically write it or thought of it for the story.
Unlike recaps, fillers are effectively "part" of the anime, although they are not canonical in the work, so they significantly impact the popular evaluation of the anime. Naruto and Bleach, for example, had their reputations stigmatized by the excess of fillers, and that was not for nothing. I would consider fillers worse because when you're marathoning an anime, you don't know if an episode is a filler. However, today there are guides on the internet that are very useful and help to get around this problem.
I dunno what most of y'all who voted are smoking, but to me fillers are infinitely worse than recaps.
At least recap episodes only pop up once and then you don't have to see another one for a long while; plus they can actually be useful if you've been away from the series for some time and need a quick refresher.
Filler episodes, on the other hand, can stretch all the way to entire arcs in the worst cases, like Naruto or Bleach. And most of the time, they're agonizing to sit through since they're never allowed to move the story or the characters forward in any meaningful way or make any permanent changes to the "status quo".
I legit can't recall if Bleach even had recap Eps. in the first place, and if it did there must have been only a handful of them at most... but boy am I painfully aware of all the hours of my life I wasted sitting through the 160+ filler Eps. it had. Man seriously, fuck the Bount filler arc; 50 straight episodes of pure torturous garbage. I'd happily sit through like 20 episodes of consecutive recaps before even considering touching that shit again.
