The second season stepped it up since it didn't have to have so much introduction and there were more things going on. I wasn't invested enough to rate it a 9 but I found it very exquisite and chill but also liked the drama, enough to be waiting the third (and probably last) season.
You haven't watched the second season of Shouwa Genroku Rakugo Shinjuu yet though.
I rewatched S1 before S2 and bumped it to a 9 as well because I just love it way too much. The characters and dialogues are possibly the two most important elements of writing in fiction to me and it excels in both (I love the dialogue of that author in general). I think getting to know the characters was part of the charm of season 1. I always love to be thrown into a new world and the way the anime went about the introduction phase didn't feel too expository or anything, it all flowed pretty smoothly from the start imo.
Season 2 was still more satisfying to watch because the romance elements were super cute and because I loved how it handled Benten but there's not enough difference for me to rate them differently. Definitely can't wait for S3 eventually, it'll give me a reason to rewatch the first two seasons too :>
And yeah I know I haven't seen Rakugo S2 and I'm sure it's going to be very good but I have a hard time seeing it surpass Uchouten S2 for me in terms of pure enjoyment. I also liked S1 of Uchouten more than S1 of Rakugo. Rakugo is very good and I love it but it doesn't seem like something I'd feel compelled to rewatch anytime soon after the initial experience while I could probably rewatch Uchouten every year and still love it. It's one of those shows that made me watch more live action for a month after I finish it because most anime just seem stale and unsatisfying after finishing it. I don't compare anime to live action so it's easier to get over it that way ^^.
Pretty much the only reason it's not sitting at 10/10 is that I have a hard time giving out that score for unfinished works.
Maybe Rakugo will be even better than I expect it to be, but I think realistically only my pure bias for amazing battle shounen and tournament arcs could put up a fight with how incredibly much I enjoyed Uchouten.
I do agree that the introduction was actually handled better than most anime, not a weakness on its own but just compared to the second season. Then again it can be said that it's a sort of necessary evil in order for the second season to shine so much. Maybe sequel effect? Once the right mood/approach is established by the first season, the second season feels better.
