Haven't read the source material, but I doubt it.

Zero kara Hajimeru roughly translates to "starting from zero" or basically "starting from scratch", so although the titles sound similar it seems like a term that can possibly be used in many light novels considering the prominently overused reincarnation theme. In this case though, I think it refers to a magical book starting from scratch based off the synopsis and the rest of the title being "Mahō no Sho". The main character's name is Zero too so there might also be a different interpretation I don't know of.

Also, different authors.

It's possible that could be Satella and I'm not sure about the different authors but Re:Zero and this are both from White Fox so the chances aren't that low

There is no proof that says yes
But there is no proof that denies this either. The authors didn't say anything and both worlds don't deny each other so the possibility is 50/50

I don't know... Re:"Zero", "Zero" Kara Hajimaru Mahou no Sho, Steins;Gate: Kyoukaimenjou no Missing Link - Divide By "Zero", and Steins;Gate "0"?!
