Even if it does have an impact in Japanese in a societal scale, it’s not easy to convince people right off the bat. You witness that too in your country.

But yea, to answer your question, I don’t think so. Man, they really need to step up their game in repopulating their country.

to be honest the Japanese government is trying to elevate the birth rates cause its falling a lot in the recent years
i would not be surprised if this is part of the attempt
i personally hated the idea of having a child but i got a little interested in the idea cause it looks so much fun to watch it growing
but honestly, that's a lot of work and me and my partner haven't time nor money for that
its her dream but maybe in ten years we'll be more prepared
and besides adoption, part of her dream is giving birth herself

I mean, if you think this anime encourages people to have children then yes, it is actually telling them to adopt instead of actually having them. But again, I don't think this anime is trying to leave any message.
