Premise:
Energy-conservative high school student Houtarou Oreki ends up with more than he bargained for when he signs up for the Classics Club at his sister's behest—especially when he realizes how deep-rooted the club's history really is. Begrudgingly, Oreki is dragged into an investigation concerning the 45-year-old mystery that surrounds the club room.

In short, the main character tries to avoid doing everything he's obligated to doing (in his eyes). However, when he does have to solve a mystery, he uses logic and critical thinking unlike his friends who factor emotion into their conclusions. The Garden of Sinners maybe? The story is about how bad stuff happens relating to magic and there's no light/happy/emotion-driven themes or main characters (well, there is Mikiya but he's like the only one).

-vinland saga. it is very neutral and I love it, we see things from the point of view of vikings, of farmers, of lords, of course our main character, it is very well done in that aspect.
-berserk too is very neutral on its take, I mean there's no good guy or bad guy.

The Diary of Tortov Roddle is simply about a guy traveling and experiencing brief moments of beauty in the world around him. There is some contemplation and emotional thoughts, but these have little actual impact on the world which he is viewing or his situation.

Black Jack (OVA) It's pretty neutral and rational, like if a patient can't be saved he can't be saved. It's dark and realistic, he want to save his patients as a doctor but there are lack of emotions and life points to nothing. As a underground doctor, he makes a huge sum of money illegally, but here's this, there is no black or white right or wrong to the money obtained, money is money. Yet he is not greedy, money is futile to him, he lives a life to get paid for his work. AS you can see a whole lot of nothing but that is something XD

Also since you watched Death Billiards, you can try Death Parade.

Let me preface this by saying that there is no room for conscious action without ideals, aspirations and emotions whitout a distinguishable cause/root. Therefore, unless each episode has no action and no characters, there exist no anime that fits your bill perfectly and literally. Futhermore, there are no series in which none of the characters display perfect neutrality and act based on a presumably objective set of rational ideas. There are however stories (and anime) that entertain the idea of a purely/somewhat objective view on reality.

The only one I could think of, other than Urasawa's Monster which you have seen, was:Subete ga F ni Naru

It entertains the idea that modern human behaviour (set of values, morality, expected emotional responses) is merely a construct and that there is no logical reason to adhere to such baseless norms. The series marries this negation of axiology with mistery thriller elements.

I'm not sure if this is the kind of thing you're looking for, though. The show doesn't 100% celebrate an objective view on human behaviour and I don't think it should. However, it is the most open anime to these kind of ideas I've ever seen, more so than the aformentioned Monster which explores the dangers of nihilism. The show can come off as a bit rebelious in a juvenile way at times, but it usually makes interesting and decently well thought-out arguments in order to reach its conclusions.

Furthermore, in contrast with its subject, the series is kind of colorfull and, perhaps in line with this subject, it features a theme of computer programming.
