| The underwear is on the outside because when they fight crime, it's all in their head. In reality they're mentally challenged which is why the underwear is on the outside; they don't know how to wear it properly. They put their pants on first and then forget about their underwear, only to realize they weren't wearing it and put it on as a last-minute attempt. |
