IMO, it's Musashi from Pokemon, more known in Europe, and America as Jessie.

Btw, she's voiced by Megumi Hayashibara since 90s, with Akiko Hiramatsu voicing her in few episodes.

Hair down:

She's pretty with her usual sharp hair, but with her hair down she's the most beautiful character of all times, at least when it comes to anime.
