When I say "it is dark outside", what am I referring to by "it"?

Light can be dim, but to say it is dark is to say what it is not.

It's called the dummy or impersonal pronoun. Impersonal pronouns occur in a number of places; the use in this case is often called the "weather it". That kind of "it" actually refers to all kinds of states of affairs, e.g. "It's five o'clock.".

It's akin to the "there" in sentences like "There are many ways to do it."

Similar constructions are used in many other languages. In Spanish, the dummy pronoun is omitted, but the third-person conjugation is used: "Llueve", literally "[It] rains". French doesn't permit the pronoun to be dropped, but instead substitutes an impersonal "Il fait beau", literally "It makes beautiful". (As in English, the third person male pronoun is often used for the generic or non-gendered case.)

View: The ability to see something or to be seen from a particular place.

The refers to - (with a unit of time) the present; the current.

So the present/current ability to see something from a particular place is dark. Outside being the topic of viewing. As on the other side of the planet "it" would be light outside.

When you're referring to 'it' when you say it's dark outside, aren't you just referring to the atmosphere and how it's dark?

"It" is kind of a help word. It determines what the sentence will message. If you change the position of the word, it will change the meaning of the sentence.

Q: "is it dark outside"?
A: "(yes) it is dark outside"
