Anything like...

Nabari No Ou
Fate/Stay Night
Naruto (I guess)
etc.

Romance is fine as well. ^^

edit: NO fanservice. Please and thank you!

One Piece has tearjerking dramas.
Tengen Toppa Gurren Lagann had that bittersweet ending.
Code Geass is also a really sad mecha but the fanservice ruins it. You might try Mobile Suit Gundam 00 if you want something serious.

And the following ones might not be true since I haven't completed them:
Cowboy Bebop, the fact that what will happen in the end is a meme already. I've got spoiled so many times =(
Terra e; I just heard it has a sad ending. (Good animes usually have sad endings you know xD)
Eureka Seven; same as above. It must be sad oO

if you want ULTRASAD:
Saikano. Got less action, but is nice too.

above Tengen Toppa Gurren Lagann is absolutely NOT SAD.

Texhnolyze. Bleak and depressive. Brilliant, cruel ending as well.

NGE, with End of Evangelion. The infamous Gainax ending.

Gunbuster.
Diebuster.

In that order.

I attest to the Gunbuster idea, Saikano, and Cowboy Bebop if you haven't seen them.

I'll also suggest
Now and Then, Here and There

and...

Wings of Honneamise - the action isn't really there until you get close to the end though

Might also try: Gankutsuou

Never specified endings, just that it be a sad series. I think Mai-HiME definitely has lots of sad moments, and lots of action.

So the ending a bit....not sad, I think the rest of the series makes up for it.

First thing comes to mind: Macross Frontier.

Other recommendations:

Seconding like the fist of an angry god! Can't speak for Wings, though, since I haven't seen it - but it does have a good reputation.

Most things directed by Yoshiyuki Tomino up to and including Victory Gundam (1994) might fit the bill: if you can form any attachment to the characters you'll feel sad when they're all cruelly slaughtered. Probably an acquired taste, though.

A really sad anime I watched was Elfen lied, however it is very bloody, and some nudity, but great story! If you are looking for something to cry over watch this because It will make you cry!

Chrono Crusade .... it does have some moments of fanservice I guess but it's not really that bad....has some nice action, great characters, and, while there are funny moments, overall it's a pretty sad series especially in the latter half of the show. I also recommend the manga.
