Kamui from Gintama. i like how hes always hungry for blood and his constant grin even as hes killing people makes him even more badass. i have some others worth mentioning ill add later but Kamui is def my top fav villain.

Thumbs up to the Xenosaga game. Too bad the anime version was horrible in comparison to me. Also too bad the game didn't get to get the full 5 games it was supposed to.

From the first moment I saw her, I saw those perma-downcast eyes in that shape and suspected her...of what I suspected her, I don't know...but I suspected her of SOMETHING!

I couldn't say who the best anime villain is, and there are so many villains but some of my favourites are;

Largo - Bubblegum Crisis OVA. Powerful, highly intelligent, manipulative and regards everyone and everything as disposable, and wipes out several large buildings in several major cities across the planet merely to make a point.

Reika Kitami - Bible Black first series. A seductive wielder of magic, willing to sacrifice ( literally ) to achieve her goal, yet also in some respect she is a victim who tragically has been manipulated by a demonic entity ( she was bleeding to death, it offered her survival ) to become a similar tormentor to the ones that originally tried to sacrifice her to that same entity.

Cell - Dragonball Z. The best villain of the entire Dragonball saga, and the one opponent Goku never beat ( i ignore GT ).

Kagato - Tenchi Muyo! first series. A classic villian, sophisticated, uncaring, exceptionally powerful, and a scientist in the purest sense that he has no morality to constrain him in his methods to obtain information. I would say no other villain who came after or in any of the other versions of the series have really measured up to him, even though they might be more powerful.

Kamui from Gintama is a freaky mofo! Seriously! He just smiles all the time, even when he's killing someone or if he gets hurt! Seriously terrifying guy!

Also I would say Light is one of the best villains out there!

Aaand Aizen probably...cuz seriously, he's immortal. And not the kind of "oh i'm immortal, except apparently you're able to kill me anyway" he can't die! And he's super powerful...and can be really creepy sometimes... (He's definitely gonna come back...)

Other than him no one else comes to mind.

I totally agree with you in regards to both Largo and Kagato as they are among my top favorite anime villians.

As for who else ranks up there as my favorite anime villains are:

Murakumo of Blue Seed-He is ruthless and ambitious as well as dangerous, Murakumo is quick to action and has a certain level of confidence in himself to acheive his goals. Even he has the upper hand on series protagonist Kusanagi in their confrontations with one another.

Dr. Kazutaka Muraki of Yami no Matsuei-His dangerous and seductive personality is what makes him an incredible villain. Even though he has done a number of atrocious acts in his lifetime, Muraki is the kind of villain that has an alluring aura about him that is irrestistable.

Kazukiyo Gowa of Gasaraki-An ambitious individual with an absolute cunning nature that will do anything to achieve his goals, the reason why I like Kazukiyo is that he is highly intelligent and knowledgable about the world and he is the kind of man that makes you think of the world around you, as the world of Gasaraki is no different than our own(sans the supernatural stuff).

I nominate Kazutaka Hyoudou (from the anime Kaiji) a Wealthy socialite and president of the powerful financial consulting firm "Love Emperor", not to mention owner and sponsor of underground gambling tournaments like those on board Espoir. Hyōdō Kazutaka is believed to be seventy years old and worth several hundred billion yen. Driven mad by wealth, conventional hobbies fail to entertain him, so he funds gambling tournaments to watch the destitute of society struggle against overwhelming terror and despair. He basically tortures people physically and mentally for his own sick amusement.

Too many to list, but I'll give it a go:

Light Yagami (Death Note) - the first time I watched a villain protagonist and it was awesome.
Arlong and Crocodile (One Piece) - Both cruel, sadistic bastards, both really stylish - they did their job very well.
Oda Nobunaga (Sengoku Basara) - Really awesome megalomaniac with a badass theme song and an even more badass voice actor.
King Bradley (FMA:B) - A villain who pawns...
Izaya Orihara (Durarara) - if you could call him a villain
Vicious (Cowboy Bebop) - another dangerous and stylish guy with katana and vulture...
Gilgamesh (Fate/Stay Night) - King of heroes!

Light from Death Note has to be my all time fav.
After that it has to be a tie between Izaya from Durarara and Kyuubey from Madoka.
Don't know if you'd consider them villains but you've got to love how they manipulate people.

YES! he is a villain, not some evil main character. He is the ONLY villain I've ever hated on all 600-700 animes I've ever watched.
