Just want to pour out the bulk of my thoughts here~ Pardon for the wall of text ~
Honestly, with how the season ended, it would be pretty hard to have a season 4. All of the 3rd years are now part of Kao Council, Then how will the following Year 1s even get split into teams being led by everyone? Maybe this is the plan to scrap the "Star Teams" format since Ootori and Shiki obviously think the academy isn't giving all students equal chances to shine and develop their potential by segregating them. (Well I do agree on their sentiments). But we all know we can't get the best of both worlds. It would be difficult to have a season 4 with 25 council members where their workloads and dealings with the academy board of directors would be an obvious problem. In addition, the Ayanagi tradition has obviously already being changed/ trash with this decision, so the underlying plot of "passing the baton to them to change the school traditions" won't work out so well, since the bulk of this "revolution is done by Shiki's Kao council generation. That said, I am very receptive to a Happy ending where no one gets disappointed, no matter how unrealistic it is. Hahahahah~ So I do hope that this really is The End of the series.
But this season really do have the weakest story out of all 3 seasons.
The story does not complement the characters and vice versa, the characters really do not fit well into the storylines either.
I don't get the hate on Fuyusawa either. Actions alone, what he does can be interpreted as mean, harsh, bullying(?), etc. And we don't get any origin story or explanation to his actions (actually there's hardly any storylines to help us understand the new characters better anyway.)
But doing nice and idealistic things without an explanation vs doing mean and cynical things without an explanation are just 2 sides of the same coin.
As much as I understand (or not) Shiki's actions, I understand (or not) Fuyusawa's actions too. Because of the lack of explanation in the story plot, we can only assume anyway. But it really is a bit senseless on hating someone you barely know anything about, that is why our MC, Hoshitani, stands out, cause he believes that a person is more than his/her actions and always strives to know more about the people around him.
It is also clearly expressed in the show that all that the Kao council did were under the lead and approval of Shiki. The goals itself were shared among the council, but they all had a different part in actualizing that. Fuyusawa bears the "face" or responsibility of these actions and goals as he is always the one speaking to the student bodies and most probably also the one doing the bulk of necessary paperwork for these. They may both be working towards the same goal, the environments and situations they faced are different. I do not think that Shiki is doing any less work than Fuyusawa either, but while Shiki is able to relax away from the eyes of others, behind Fuyusawa, it gives him a little bit more freedom to dream (be idealistic), while Fuyusawa bears the responsibility of seeing thing through responsibly (be realistic). And then, midway through, Shiki decides to changed plans and for better or for worse, affect the ultimate goal of changing the Ayanagi tradition. I can understand why this doesn't sit well with Fuyusawa, since this changed of plans may or may not work out as to their intended goal, and if it is such an unstable path, the Kao council's effort thus far may be all for naught (in the worst case scenario). Playing things safe and realistic isn't a fault in my books~ hahah~ Further more, at the end of this season, we do see a little emotional outburst form Fuyusawa (luckily~ He's just a 17/18 YO kid man, about time he act like one and be a little free with his emotions). I interpreted his outburst as him always admiring Shiki, but not getting acknowledge (substantially) by him, while he may or may not be doing the things he did for himself or for Shiki. And of course, Shiki did express that he does acknowledge Fuyusawa, which means, not surprisingly, they have communication issues... Hahahha~
Very much like Hiiragi and Ootori, where they both do not know each other's intentions as they failed to communicate how much they want each other by their side or how much they expect of each other.
But miscommunication is a common troupe in many stories anyway~
Even though I do not dislike Fuyusawa's character, I do think some of his actions are a little strange, like ousting Shiki out, when it doesn't change much of how the story was going to proceed anyway. But this is more of a problem with the story plot being weak anyway.
After all is said, Fuyusawa might just purely be a character to just oppose the main characters for the sake of the story plot to further bring out the "Power of Friendship" and "Never give up" ideals of the merry characters.
