Sounds like a hassle and a lot better than the original draft, however they should do what some schools in Japan do and ban dating and sex altogether.

I think we should focus on better things to do, California...

I thought the motto was treat college kids like adults and let them do what they want because they should already have the responsibility or something.

Consent by both parties is a must, but how are people supposed to check? Is there a contract-template that I can print out? "I hereby consent to have intercourse with ___" Sign here!

It will always be a problem to prove.

Yes. You have to fill out a form "consent to film" for example every school year.

What the fuck? If you choose to drink alcohol, then fuck somebody while drunk and regret it afterwards - you're at fault, and shouldn't expect them to take responsibility.
