For the most part, yes it is. The anime does have some filler that alters the way certain things happen in the manga, but it's all very minor stuff. I thought I'd mention it but believe me, it's not very significant at all and only happens a couple of times throughout the anime. As for the filler, there isn't that much of it at all. It usually happens in between long arcs and it's typically only a few episodes. The filler is largely a waste of time, I'd recommend skipping them. Though there is one filler arc that is fully agreed upon in the One Piece fandom to be worth watching, called G-8. That one is very fun and doesn't mess up the flow of events at all, so I'd recommend watching that one at least, but it's up to you. This is all pretty minor stuff, but I thought it would be best to let you know before you start watching. If you have any other questions, don't be afraid to ask!

I would personally recommend starting with the anime. The anime definitely has it's issues with pacing and such but most of those are only really noticeable more than halfway into the story, which is around episode 500-600. If you feel like the anime is starting to drag or start to have problems with the pacing, then I would switch to the manga. A coloured version of the manga exists, so if you're going to read it I'd recommend that. Overall, I would say to start off by watching the anime, but feel free to switch to the manga anytime. Hope you enjoy One Piece though, it's a really great series!
