It was difficult to determine the seriousness of that paragraph as it began with a statement explicitly reprimanding the show:

JoJo tells it's story through the worst way possible "exposition"

Even as I read it now, it seems clear that you were not fond of the story telling. I raised the question of bias as it seemed you did not consider the reasoning behind the story telling. However, if you were not serious about it, then ignore this comment.

Wouldn't you consider your review of Jojo bias?

'The First thing to address is probably the story and the storytelling of JoJo.

You do realise it's done intentionally for comical effect?

'JoJo tells it's story through the worst way possible "exposition". and not just a little bit. The characters will explain literally EVERYTHING that is happening in front of you, and it's not just done in your typical anime fashion. No, Every Character will explain things as if they are pooping out the biggest turd of their life that was been clogging their bowels for weeks. making it hysterical to hear them do so. Jojo's story itself is very simplistic in each arc. protagonist faces an evil that is bent on world domination. and that's about it. however This is the first series I've ever seen that has multiple shifting protagonists. without spoiling to much, I can say that each story arc headlines the offspring of the previous protagonist. which keeps the show very fresh, because of the shift in characters.'

The immense dialogue explaining the situation is meant to add tension to the situation. Due to the fast pace of the combat, it's only natural that the viewer isn't able to analyse all the information with 100% accuracy. The narration and dialogue compensates for this by explaining it thus maintaining the pace while allowing the viewer to keep up. You did mention that the fights did have good pacing and this is why. Typically, the narrator serves this purpose while adding tension to the story by emphasis each scene and detailing or suggesting of the gravity of each situation. The character dialogue on the other hand offer insight into their perspective which would otherwise not be available if the anime were to exclude it. Also, would you rather have their detailed explanations or have them simply have them say basic lines like 'I set a trap for the enemy. I hope it works.'? Not including such explanations is not possible for the reasons I detailed above. Overall, the meticulous explanations are a strong point of the show and greatly enhance it.
