Well, death billiards is actually an ova. It aired 2 years prior to the anime Death Parade(the main series). Watching the ova is actually not necessary. You can just skip it. They tried to tie in the ova with the anime series by having a character from the ova make a cameo appearance in death parade.
Hmmm...I would advise you to watch the ova for yourself because talking about it is pretty difficult without stepping into serious spoiler teritory.
I think that it's better to go into death parade/billiards without knowing anything about it.
But if you still wish to know more about it then I will gladly go into more detail about the ova and anime.
