This is 60% of the total score. For me the main purpose of a medium like anime and manga is to let the watchers/readers unwind, relax, and immerse themselves in the medium of their choice. Being able to escape reality for just a moment, not thinking about your current or future tasks/problems is something anyone would find appealing.

Everything else is just a bonus.

This is 15% of the total score. I have been watching anime since the early 2000's where the animation and design weren't as good as todays standards. But what they lack in animation more than makes up for it with good story telling and character development.

Godly animation is just a bonus for me. I would prefer satisfactory animation and design with very good story telling and character development rather than the opposite.

This is 25% of the total score. Story telling and character development is basically the life blood of the medium. You can have the greatest animation and design in history accompanied by top tier VA's but if the story and character development is sub par then it's not going to turn out good.
