Why are most of the webcomic/webtoons aren't listed here ?

For a webcomic/webtoon be eligible to be on MAL, it must be published physically by a reputable publishing company.

For example, Omniscient Reader Viewpoint is only published digitally. Therefore, it is not eligible (yet) to be included in the database.

The only exception to this rule are Japanese manga/one-shots published digitally by a reputable publishing company. If they are published on a publisher's site, then they are eligible to be included in the database. For example, everything on Shounen Jump+ and ComicWalker is eligible (or should be eligible), as these are official sites owned by reputable publishing companies, with these owned by Shueisha and Kadokawa, respectively.

By the way, for the Manga Database Guidelines, the only point that discusses manga eligibility is point I. So if you only want to know about that, you don't have to go read the entire guidelines.
