So what? GioGio is actually one of the least interesting protagonists of the series, and the fact that his stand is absolutely over-the-top powerful only makes it worse.
Most of the fights really dragged for too long, and it felt like Araki literally didn't know what to do with most of the characters. Just look at Fugo, for instance.
There were some cool guys like Mista and Risotto Nero, but even so, it was pretty boring.
Gold experience was pretty much an overpowered version of Crazy Diamond, with a few lovely perks lost in the process.. But yeah, Requiem was definite over kill. Probably why he didn't come back for part 6 with his Versace, Rykiel, and Ungaro.
Well I agree it's probably the worst planned out part, and Araki dragged out the fights to compensate for that, and in the process of coming up with cool stand ideas, made purple haze far too powerful.(which lead to the removal of Fugo)
But how in fuck is this uninteresting?

Memorable characters from part 5 : Bruno, Leone, Giorno, Doppio/Diavolo, Nero, Melone, Ghiacchio, Prosciutto, Pesci, Illuso, Formaggio, Mario, Cerlay, Ghirga, Fugo, Tizziano, Squalo, Secco, even motherfucking Polpo... They all had extremely wacky stands and made great use of them (dragged out as it was)
Memorable characters from part 3: Kakyoin, Jotaro, Joseph, Polnareff, Steely Dan, Dio, Hol Horse, Abdul, Rubber Soul, Vanilla Ice, Daniel/Terence D'arby, Oingo, Boingo...

Part 1 was a "learning" stage of araki and bored in certain aspects (i stopped reading like 3 months), consolidated and improved in part 2 (joseph is the best jojo).
Part 3 was again a learning stage (in the stand method) with awesome character design, consolidated and mastered in part 4 with the best plot, best villain and best secondary characters in the series.
Part 5 had some evident changes in the middle (overpowered characters put aside in the sake of the plot), character design is cuestionable (turtle P... is ridiculous) and the villain is weak but, plot is again interesting and have THE BEST fights in the series.
Part 6, shows evident fatigue of the formula. Character design isn't likeable (for me), plot is forced in various aspects. Again i Stopped reading this by several months, but the last 3 volumes are really interesting. Crazy and all but really, really interesting.
Part 7 is great. The beginning (a mix of wacky races with classic shounen) is refreshing, character design is good and plot is the best written and showed (with 4). The only thing that makes inferior to part 4 is the ending part. I like that "depressing vibe" but that "summoning" was unneccesary and the overall ending wasn't great.
Part 8 have been really interesting until now.
Learning Stage? Araki had Gorgeous Irene, and Baoh, as his learning stage for part one.
Diavolo was a much stronger villain than say, Yoshikage... Diavolo fought the entire crew of protagonists at once, whilst Kira(and his father) wents up against Josuke, and partly Okuyasu. None of that matters though, as Diavolo was in a battle of wits over muscle, to achieve the Deux ex Machina power and win the series.
How is this a bad character design?
