Does it signify how many people have place that particular anime in their anime list? Whether it be in the PTW, Completed, dropped, etc. sections?

Appreciate it, and what about the rating system, itself? Does the (users) refer to people who have completed the series or does it also include people that have seen only a portion of it?

It should only include people who have completed it (for shorter series), but it's something dumb like if you've seen five or more episodes and rated it, it goes in the system.

That makes a lot of sense, at least in terms as to why some anime have the score they do.
