So considering all the teams have been at least introduced, I thought it'd be interesting to discuss who the top players outside of the Generation of Miracles are. I would also exclude Kagami because he's easily on par with them.
Making a list of the top 5/10 would be nice to compare various opinions...
5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

Scratch the fifth point, it's not very relevant...

Solid choices...
Haizaki and Tatsuza are probably the closest to the generation of miracles skills-wise. Takao is the best point guard after Akashi, so he's definitely up there. Kasamatsu is good, but in my opinion the old Touo captain, Imayoshi, was better. From the uncrowned kings, the blonde guy is the one that impressed me the most, but Teppei and the cheater are also excellent. Not sure about the 2 other Rakuzan uncrowned kings, though.

So basically for me the top 5 is like this:

1. Haizaki
2. Tatsuya
3. Kotaro
4. Takao
5. Imayoshi
5 main aspects I base my ratings on:
1. Did DramaEnthusiast make a thread about it?
2. Is it better than Breaking Bad?
3. Did MellowJello recommend the shit out of it?
4. Has it caused a (very entertaining) shitstorm on MAL?
5. Is it actually good?

The best point guard after Akashi is more likely to be Hanamiya (the cheater), eh?

Rakuzan's kings haven't been shown to their fullest yet, but they still didn't impress me much in the manga. Mibuchi is just a good shooter with tricky shooting forms and Nebuya is just... well, buff, with no special skills whatsoever. Hayama is fancy though.

My best is different from my favorite. Anime-only watcher here so I haven't seen the full capabilities of Rakuzan members.

BEST, in terms of skill: I'd go with Haizaki. He's almost as good as Kise and skilled enough to be a former Teiko regular. Not a big fan of him, though.

FAVORITE: Teppei. I didn't like him at first, thought he was a simple-minded idiot but he grew on me and I have highest respect for him after the Seirin vs Kirisaki Daichi match.

Definitely Haizaki.If it wasn't for Kise's perfect copy he would've won

Not counting the remainder of Rakuzen (we haven't seen all they can do yet) my top 5 would probably be

1.Haizaki
2.Kuroko
3.Himura
4.Kasamatsu
5.Teppei

1. Haizaki: Easily the best. He can shut down an entire team and score on his own. You literally can't prepare for him defensively or offensively. Kise was a nightmare matchup for him.
2. Himuro: Has enough offensive ability to score on anyone who's not in the zone or help-defending. I assuming he's decent defensively since he's a member of Yosen.
3. Hanamiya: Hightly intelligent. Creates LARGE amount of turnovers. Can score seemingly whenever he needs to. Behind Akashi, he's definitely the second best point guard.
4. Teppei: Stronger, more dexterous, better passer and scorer, as well as great rebounding and height for a high school center. Only Murisakibara and Nabuya (who I haven't seen yet and can't judge) are/may be better centers in the show.
5. Hyuga: This is tough because Takao and Imayoshi are great point guards, Sakurai on Touou has a super quick shot release, and Tsugawa on Seiho may be one of the best defenders outside of the GoM, but at this point you're just picking specialist players. He's probably the most accurate 3 point shooter, he's smart, a good leader, and probably an underrated defender.

I didn't include the last Uncrowned Kings since they've barely played. 1-4 are a tier above the rest and you can't convince me that anyone other than Haizaki is the best.

Gotta agree with the Haizaki thing. He's basically Kise but better and without perfect copy but he can probably figure it out.
Idk about Himuro man, all he got is that mirage shot L O L
Hanamiya is a douche bag, but he is a decent player.
MMM KOTARO IS BAE omg but yeah kotaro is decent, and ball handling is super important
Teppei and Hyuga are decent, wouldn't call Hyuga a part of the top 5 tho
Takao has the hawk/eagle eye, right? (sorry i haven't reread the manga after it ended)

I think most of us agree on Haizaki. That guy is just OP. Even if the opposition team has a GoM player, he can erase the special moves of every other player on the court.

There are also many interesting variants to this discussion.

Who is the best uncrowned king? Too early to discuss this.

Who is the best outside of the best 14? Best 14 being the GoMs, the UKs, Kuroko, Kagami, Himuro and Haizaki. Stats would suggest Kasamatsu. From what I've observed, Hyuga (for his qualities listed by MrPositron). The one with the most potential: Takao, who can reach uncrowned king level imo.

A team based outside the best 14: Takao (PG), Hyuga (SG), Hayakawa (PF), Miyaji (SF), Okamura (C)

Himuro has the mirage shot and those fakes that got him out of triple teams...like AOMINE did. Plus it took Kagami (in the zone) and Teppei with
Hyuga's help defense to stop the mirage shot, so I think he's kind of underrated by people.

And Takao is definitely worthy of top 5 consideration. Just depends on your preference.

Also, TC said not to include Kagami since he's basically a GoM quality player. But then again, Haizaki probably is too. Which also makes me wonder why you have him 4th.

1. Kuroko - most likely Haizaki can't copy him and he can't block Phantom Shot or Vanishing Drive. Also he is amazing team player while Haizaki can only play alone.
2. Haizaki
3. Himuro
4. Uncrown Kings
5. Kasamatsu - he is fast, agile, smart and can shoot three. Izuki could stop him, but overall he is much better player then Izuki.
6. Imayoshi
7. Takao/Izuki

Kuroko, Haizaki, Five Uncrowned Kings, Himuro, Kasamatsu, Takao, Hyuga. Kuroko and Haizaki are the most valuable but in different respects, so take your pick I guess.

1. Haizaki - no contest, he even able to beat normal kise which make him also on par with other GoM although he's the weakest.

2. Tatsuya - it's explained that he is close to GoM in term of ability.

3. Uncrown Kings - for obvious reasons.

4. Kuroko - with a bunch of powerups, it's not a surprise really.

5. Kasamatsu/Takao/Imayoshi - toss up, but if i have to choose one, i have kasamatsu as the best between these point guard.

Where is this whole "Kagami is on par with the GOM" coming from? He was on par with a neutered Aomine for a bit, Murasakibara crushed him along with teppei, new Kise needed an excuse to sit out part of the game for Kaijo to lose. Midorima who is even a bad matchup for Kagami won against him in the Winter cup qualifiers match. I'd say Himuro is the closest GOM player so far, Kagami was mostly useless against him too one on one.

Well, kagami does have GoM level skill. I mean every GoM member (not include akashi) have to push their own limit to take kagami especially in zone.

Midorima is on par with him in winter cup. Kise have time limit, without PC kagami completely dominating him. The only left are murasakibara, aomine, and akashi. With zone kagami is on par with aomine and murasakibara.

I think from these fact it should be enough to call him GoM level player :/

I disagree. He needed help from Kiyoshi to beat Midorima once he started doing fakes, which he can do on his own, and Kagami's stamina ran out pretty fast. Midorima could still keep shooting, so Midorima won their battle.

Well, the reason why kagami can't stop midorima is not because his fake, but because he can pass to his team mate. 1 on 1 they will pretty much on par, not to mention taiga still have zone that would outright destroy midorima.

Every player of the GoM and Kagami has their own weaknesses and advantages to their style of play that may help them beat one another in a one-on-one. You can't deny that Kagami is at their skill level. It amazes me how much everyone underestimates and underappreciates Kagami.

Teppei is the closest. i dont if i should be saying this (manga reader), but it is clear he is under 50% full strength due to his injury.

Furihata and Koga the played an important role in final. Their strength are comparable to GoM or better.

I consider Kagami as GOM level so he does not count otherwise he would be no 1. Kuroko is the Phantom Sixth man of the GOM, so he does not count either. Nijimura and anyone else I do not know enough about to asses their skills will not be counted.

With that out of the way:

1. Haizaki Shougo - because he nearly crushed Kise and is strong enough to crush all non-GOM teams by himself.

2. Tatsuya Himuro - because I can not deny his very accurate fades, passes, dribbles, his perfect form, his mirage shot, his speed and confidence.

3. Kotaro Hayama - because those dribbles and Animal instinct.

4. Mibuchi Reo - because of those crazy 3 pointers and the foul shot.

5. Kiyoshi Teppei - because of the right hand of postponement, the crazy defense, his ability to play as a Point Guard, and his dedication.
