Upside down probably took the idea from this anime but so far I like the anime better. Upside down's ending is just the usual Hollywood's get the girl happy ending

Crazy if we think that BOTH works, Patema OVA (Beginning of the Day) in JP, and the French-canadian movie Upside Down, were released in the same year: 2012.

But Upside Down was in production since 2009.

So if one inspired another, i would guess that it was the Japanese Director who heard about the french upcoming movie and came with the idea for an animation.

Both movies are nice and have pros and cons. I would give them the same score.

It's not like it's an entirely original idea anyway. Breath of Fire V: Dragon Quarter is a game from 2002 that has a similar plot just without the gravity stuff; plain old society living underground because reasons. I wouldn't be surprised if there is some literature out there with similar concept that predates that as well.

Nobody asked but Wool is an upcoming TV show releasing sometime this year based on a book series that started with a short story written in 2011 with similar concept to BoFV.

There was a book that freaked me out when I was a very young child so this is probably the late 80s early 90s. It was about a kid that gravity worked in reverse but only on him. And the weird thing was that nobody around him not even his parents seem to notice. Like there was an illustration where his mom was holding his hand. The boys feet were up in the air.

I remember at some point in the book, the boy ends up, falling into the sky, but for whatever reason, ends up, falling back down to earth, and landing safely. A passage said, what goes up, must come down or something to that effect.

That’s about all I can remember. But yeah, it predates those movies by a couple of decades.
