the tags don't contain romance but i have been told it is a romantic anime?

I would not say there is much romance. It is more like implied than anythig else.

yes i'd say it is a romance, it's "implied" as much as romantic interest might be implied from a person if they were staring at your eyes, winking, and repeatedly doing the finger-through-hole motion

@waalex11 They did. If you look closely, you can see that they moved closer to each other. I've rewatched that scene more than ten times.
