Is there an anime like that? For example, the anime starts out normal, then later something weird happens and then eventually the main plot unfolds and towards the end things get crazy and it ends where it all began, sort of like a loop. Basically what I'm trying to say is, the anime can be watched from start to finish multiple times and it'll start where it ended, anything like that? And if there is, can you tell me if it is dubbed or not? Thanks.

Well, if you are literal and not metaphorical:

Already saw them. And I'm talking about an anime that's in a loop, like you can watch it until the end, but it'll end where it began, so that when you start the anime from the beginning it'll be right where it left off.

Baccano. It is on your PTW list.

It doesn't loop thought. The first episode is just the ending of the series.

From Episode 2 until the final episode it puts the pieces together so that the Episode 1 made sense. It is done very well since the Episode 1 doesn't make any sense and therefor won't spoil anything.

I know of nothing that loops like you requested.

I'll add Magical Shopping Arcade Abenobashi to the list, though, as a show which starts and ends in one location with a long strange trip in the middle.

Oh, I said those in jest...
But if you actually did mean it literally, those are the only ones I can think of.
You could try TTGL.
Even though it's not a perfect storyline loop, there's this feeling of "ends where it begun" and the message the anime wants to convey is that they're part of a repeating and never-ending circle...

Tokyo ESP is currently airing and seems to follow your criteria. However, only 3 episodes so far so can't say for sure.

If you don't mind manga, A Fairytale for the Demon Lord does that.
