Tbf I think TOG, HIVE and even up and coming Lookism can compete with the "best manga". They are well developed, have gripping stories and even morals. The art is fantastic as well.

Eh, why do u say tog is worse now? I feel like it stayed consistent in its entertainment value, tho I don't rank it as high as maybe lookism. But hear me out, for what it's worth, tog does a good job at telling it's story and being consistent with the plot without too many holes.

First thing first, as you can tell from my username I am a huge Tower of God fan, but in recent arcs I really, really hate Rachel's involvement in the story, and just to clarify, I don't hate her bitch side or her evil persona, but there hasn't been any meaningful development between her and Baam and it's written in a way that it feels like SIU is dragging it out simply because the series isn't even close to ending yet. The story is decent, the world building is great as usual, but the characters really pulled the series down a lot, especially most of the season 2 cast. Arcs were dedicated to developing these characters but they're just boring compared to season 1 cast. I didn't like the big winged ignition guy's arc, didn't like the Hell train saga, and the workshop battle is decent because season 1 cast makes a return. I have a lot more issues with the characters but yeah.
As for the best of manga vs the best of webtoon, webtoon is still new and developing, when you read their story you can tell it's not refined as some of the best manga. For me, One Piece is the best manga by far, but if you look at manga as a whole, it's got far better written mystery manga, far better written psychological manga, far better action manga, far better.. you get my point. There's way bigger library of great manga compared to webtoon. Manga's been around for a long time, and webtoon is still something rather new. Not to mention manga's art is far better and detailed compared to webtoon's art which tend to stay rather simplistic.
Annarasumanara's vibe is a little boring to me, but the mystery is rather interesting, and it told a story of something that's rather fresh, something that I haven't really seen before. Usually when you have a character like the Magician in a story, it's either a deranged serial killer or an absolute loud mouth. He's rather fresh with how chill he acts throughout the story. Of course, the reveal about his true identity is also quite shocking.
Dr. Frost is a story that features a psychologist treating his patients, each case last about a few chapters. It's kind of like Detective Conan where there's an overarching plot but it's mostly episodic in nature that have nothing to do with the overarching plot.
I forgot what City of Dead Sorcerer was about, all I remember is that the protagonist was going around in disguise, killing the bad guys in the city using magic.. and then later on the plot thickens.
I don't think both are finished yet. I would definitely recommend reading it if you're into that sort of story. Kubera is really good too.
