For the sake of argument, let's imagine that the producers proposed OPM S2 to another smaller, less known and newly established studio, that is struggling to get working offers and in a dire need for any project to stay afloat and build a reputation, they know they can't pull off the same quality as S1 because they would need way more time than the producers actually gave them in order to gather talented staff and polish their work, but they take the project anyway because if they refuse they would just get discarded and the project would get handed to another studio, totally their loss, so they accept it and as expected the quality is ass. Now can you blame them for that?, absolutely not, the producers should take all the blame.

Now what really happened is that the producers proposed the project to J.C Staff, a well known and established studio, they totally are in a strong position to negotiate the producers for a better deal with a better schedule, if the producers refused then so be it, they have no problem in getting shitload of other projects to work on besides OPM S2, so they can absolutely live without it. But nope, they just took it and put the extra money in their pocket. so they surely deserve some of the blame.

Don’t dis Boogiepop. That show was lit and deserves a 2nd season

It's not like western audience complaints will have any effect at all on the series . If it did then they would have stopped airing the season 4 episodes ago

It's not the "manga readers" who are complaining. The largest complaint seems to be that season 2 is of lesser quality than season 1. If we had started with season 2 quality rather than downgrading to season 2 quality there would be far fewer complaints. I don't think anyone expects an anime to have the same art quality as the manga. However people do expect improvement, or at least consistency, from one season of an anime to the next. Some people always take their criticisms too far, but you can't use the people who spend all day hating on the show as a shield from legitimate well thought out criticism.
