Very damn low. My watching is my new PTW lol. My actual PTW list is only gonna get bigger and bigger. It is just a last resort thing. Used it for Amaburi tho, and it was a rather good pick, if I do say so myself.

As a weeb who is approaching his 2nd anniversary of watching anime, my perception and attitude on my PTW list has changed a lot (in general, me on anime).
Once you've become a weeb, it is inevitable that you will never finish your PTW list because you'll find a lot of shows to watch and add on your list because you are invested and fascinated on the medium that we all love. Now it is commendable for you to try really hard and finish as much shows as possible in your list in an attempt to decrease it, BUT you will also reach a point where you will remove some shows out of lack of interest or for the sake of it AND still find a way to add some at the same time.
Once you've become a weeb, you will learn to live with the tropes and quirks of being a weeb over time. Whatever you feel right now about your list and in anime, it will change in the future (the degree of that said change may vary, it's up to you). At the surface of it, anime is just an entertainment, a way to get by over day-to-day hurdles. And if you look at it the other way, no matter how long or short your PTW list is, it is kind of a goal for yourself, to continue watching anime as much as you like, and find stuff that interests you along the way. That is one way to look at your PTW list, a goal.
....in short, watching anime and being a weeb about it is more or less an adventure. You start at your first show, grab and collect the shows that you want for your anime journey, and end at some point whenever you feel like it. Now that I look at it, I feel like an old fan with this long post, but a note is a note and I don't regret it xD.

Main source of finding shows to add: Most of them are novels or side stories of anime/manga I really like. The rest are titles I noticed when wandering the bookstore that caught my eye

Notes: Some I will start to read as I go through my reading list, others arent happening anytime soon. I've been neglectin reading manga for awhile until recently and will limit starting anything new for quite a while as iv overloaded myself a bit
main source of finding shows to add: For anime it's MAL and I usually just add anything and everything that catches my eye. For manga it's anime that I have some sort of interest in (usually to check out how it was adapted). And if it's a manga with no anime adaptation I don't PTR it but just search for ideas when I feel like picking up a manga.

Notes: I use my PTW/PTR as my sole source for things to read or watch. If it never winds up on there, in 99.9% of cases, it's never getting watched or read. Thus they end up kinda bloated because I like to give things a try. There's basically zero chance I ever clean out either, lol, but that's just how it is. I wanna watch as much as I can but I also don't like overloading myself, and any time I've tried to binge things it's only hurt the experience. What's the point of a fun hobby if you take all the fun out of it?

Priority on clearing your PTW:
Medium to low. I do generally check my PTW and On-Hold lists first before I start a new show, but while watching I usually find like 3-5 others related to the one I'm watching in some way that then get added instead, making the list grow instead of shrink ๐
Priority on clearing your PTR:
High. Manga are easy to binge read so it's usually more an issue of availability rather than not wanting to read them yet. If I find a way to read them, I usually do.
Notes:
I wish it was easier to remove anime from my list on mobile. Especially with seasonal shows, I mainly add them to recieve notifications when they come out, but if I hear bad stuff about them I might decide not to watch them after all, but removing them is a serious hassle on mobile, so they tend to just stay in the list even when I don't intend to watch them anymore.

Notes: It's been like this for several years now. At first, I also had a long intimidating list of about 120+ anime and the easiest way to clear that list was to just delete everything without mercy. I figured that if I truly wanted to watch something I'd find it anyway either through genres, recommendations or simply by remembering. If I forgot about something so be it, means I didn't really want to watch it. I decided to only watch things that I'm in the mood for without any pressure to complete just for completion. Long lists can confuse the perfectionist inside me but watching anime is supposed to be an enjoyable process not a goal, and there is no need to rush. I only use PTW for seasonals because it's convenient this way.
