Who are some anime characters you know of who are not Japanese?

Goku-Dragon Ball
Goku's from a different planet (Planet Vegeta) so he's obviously not Japanese. And Goku was inspired by the Chinese mythological character Sun Wukong.

Sinbad-Magi
Sinbad is from Parthevia, an empire which is inspired by Persia.

Edward and Alphonse Elric-Fullmetal Alchemist: Brotherhood
Ed and Al come from Amestria, a nation inspired by industrial Germany.

Grigori Rasputin-Drifters
He's based off the Russian historical figure Rasputin, he was trusted by the Romanov Family which was one of reasons why the people of Russia hated the Romanov Family.

Jonathan Joestar-Jojo's Bizarre Adventure
Jonathan was born and lived in England (during the Victorian Era I think)

Aries Mu-Saint Seiya
Aries Mu is from Jamir which is between China and India in the Himalayas.

Luffy-One Piece
Oda confirmed that if One Piece were to take place in the real world, Luffy would be Brazilian. Most of the Straw Hats wouldn't be Japanese either.

Yeah I remember Oda confirmed if One Piece were to take place in the real world only Zoro would be Japanese right? But Ik Nami would be Swedish, Usopp would be African, Luffy would be Brazilian, and Brook would be Austrian (idk why I feel like he's more Caribbean)

Jhonny joestar cones from england or america i forgotn gyro zeppeli comes from italy, funny valentine is american and DIO brando among with diego brando are from england, hot panta comes from italy and wekapipo too plus others that i forgot from jojo
Cinnabar and everyone from houseki no kuni
Bondrewd and everyone from made in abyss
Alice from BIBLIOMANIA comes from a nation where there princesses so probably not japan
Fugo and everyone except giorno from part 5 comes from italy

all of the cast of cowboy bebop is either from some space colony or somewhere that isn't japan, haruko from flcl also couldn't be from anywhere on earth since she's an alien.
