Russian Track Team Barred from 2016 Olympics on Doping Charges

In a first, a national team, and not just individual violators, is getting sanctioned. The Olympics have previously been loathe to inflict collective punishment, which has certainly edged the decisions of several nations toward running clandestine programs in support of this "cheating." To that extent, this may be intended more to dissuade such programs than punish Russia per se. It's just that Russia is the biggest player to get caught.

Also note that this is not, at least officially, a direct response to the burgeoning Sochi Olympics doping scandal, where a top Russian official claimed there was a massive state-sponsored doping operation done just for those Olympics (which could not be repeated in other countries). Rather, this is a response to a failure to comply with conditions imposed after a different investigation concluded major "failures" in late 2015, and suspended the national track and field team pending mandated reforms. A recent follow-up found compliance to be well below adequate levels, and the relevant panel voted unanimously to bar the team from the 2016 Summer Olympics in Rio, albeit with special exemptions for individuals who have a record of compliance and advocating against doping. Russia plans to appeal, but, considering the recent revelations, the likely fact that Russia is being made an example to dissuade others, and Russia's well-established reputation in this area, chances of the decision being overturned are iffy at best.

This could also be followed by a wider ban following the outcome of investigations into the Sochi allegations. It's also possible, but dangerous for Russia, that they could pull their entire team in protest if their appeal fails. That would not bode well for Russia's growing role in hosting other international sporting events, though they could find themselves in a Catch-22 on that front anyway.

National team is violator, there is NO individuals in russian sport. It's always kremlin who decides everything.
