I'm a bit confused as to what Moe is. It's defined as the time just before puberty (around 10-12 years old) but I've also seen it used to describe teenage and adult anime characters who look or act like young children. Which is actually "moe", real children or those who appear to be children? Or are they both moe?

I thought moe was not specific for a certain age.
Old people could be moe too.

Moe characters are implicitly youthful, congregating to high school age and below. Adult female characters who qualify are almost always in their low twenties. Characters who appear to be older than that (who also possess qualities of Moe) will never have their age mentioned explicitly. After all, the main draw is the "innocent" outlook that comes with youth on a variety of things.

tl;dr: age is irrelevant, moe is an ideal that is independent of age, but relies on the appeal of "youthful" innocence

I think op has moe confused with loli.

Moe is garbage though if you wanted an accurate definition.

Here's a concept you might not be aware of: If the topic of a thread doesn't interest you or you find it annoying DON'T CLICK ON IT. Nobody on this forum is here to aggravate you (unless you have a host of online enemies that I'm unaware of) and there's no point in trolling people here because you don't like the questions they ask.

I'm more accustomed to older anime (80's, 90's and early millenium) and am trying to get better acquainted with the new stuff. Words like "moe" and "otaku pandering" were never used back then so I'm trying to understand them since it seems everywhere I go online somebody mentions it.

Isnt Moe just a synonym for cute and adorable? I know tons of chicks in their 20's and 30's who are cute and adorable.

Moe in anime is just big eyes (bigger than the rest of the cast) and a soft speaking voice.

When it comes to "modern" anime, not so much. That's why I'm trying to learn. When I ask different people I get different answers which doesn't help.

Moe is a buzzybuzzy word. It means lots of different things.

Moe is a feeling that someone has towards someone who has personality traits they think are endearing, like being introverted or extroverted. Or being cool, like in kuudere. Even yandere and yangire characters are called moe. So having violent emotional breakdowns and being dangerous and violent and criminal is moe to some people.

Moe is about a burning feeling when you like someone. It can be sexual or not sexual. And anyone of any age can be moe. For some people, it's just enjoying cuteness with people. Like enjoying looking at cute cat videos on youtube. While for others, like people who find yangire characters moe and sexy, it could be hibristophilia and masochism and submissiveness. Men finding themselves submissive to an obsessed and controlling yandere woman.

One of the most difficult things about moe being such a buzzy buzzword, is that a lot of people don't like looking at it with nuance.

Despite what some lolicons say not only lolis (little girl characters) can be moe (cute). This whole idea about only lolis being cute and teenage and adult characters can only be sexy never cute is pure BS.
