like they don't draw the character's eyes and black it out.

for example

guy: oh hey
girl: I'm pregnant with your kid
guy: *stands there with shadowed-out face*

To add a dramatic effect to the scene, probably.

Since you can't see their expression it adds some sort of suspense, or something like that.

It's a dramatic effect where you'd have to guess what they're thinking, and when something bad just happened, their eyes would usually reflect as much frustration and a viewer can think of. As a result, the animators don't gotta show the character's emotions, the viewer fills it in themselves.

Or I don't know, maybe the animators were lazy or something.

Black face.. mean that something bad happened/will happen.

Or someone keep secret inside that bothers them (Most this happen with women in anime, but also sometimes with guys)

Drama :D

Well, people do say that eyes always gave away what your expression/feelings/thoughts are, even when they keep a straight face. So, I think that maybe by shadowing the eyes, it hides the expression/feelings/thoughts of the character. So you don't know what they're feeling or thinking.

It's also a lot cheaper and easier. Probably takes like, two minutes as opposed to actually having to draw a proper expressive face.

I got so used to this common perception that when daily lives of high school boys kept showing girls with no eyes I was like, dafug they're all pissed? After like 5 episodes it seems just the nichibro's sisters lack any eyes. Kind of cheap imo.

It's either no face or that my-iris has-gone-blank, which is even worse, imo. Even though they attempted to show expression. I keep seeing this in those korean artists. But yeah, it's probably a lot more work.
