lolicon isn't legal. the law (StGB § 184b) explicitly states "tatsächliches oder wirklichkeitsnahes Geschehen" (~"real or realistical images"), means that even drawings can be considered child pornography. in an actual court case they would most likely not try to determine if lolicon is child pornography or not but if hentai could be considered "art" and therefore would fall under freedom of expression.
though i wouldn't care if i were you. the chances to get into trouble are very low and so far there hasn't been a case regarding lolicon
