and why is she, please explain

there seem to be alot of people saying they didn't like chitose for being annoying & arrogant

personally, i see her a young voice actor who haven't fully grasped how to behave on her coworkers, and not to mention how she think highly of herself when alot of people around her subtlely tell her she's not, but she get better pretty quick, so she's learning as she climb in the ladder of entertainment industry

as for her positives
she is a pretty gutsy person who can actually carry & handle atmosphere around her, probably from surviving her all female high school
she can sell a pretty genuine character of "rotten" cute, i don't know if its just me, but she is likeable to all her fan because of how obviously rotten she is, its like seeing a person trying to act cute even though she know we can read her mood, she still doing it & handle it like a pro

that's why most her fan tell she's cute & likeable even though the anime is shit & they know her acting is shit to

I like Chitose. She is selfish, arrogant, shallow, and a bit dumb at times, but she doesn't give up. I like how she blunders through things and ends up on top, despite her personal failings, such as when she had the agency to learn the entire theme song for their public performance and saves the event from disaster.

Chitose is the polar opposite of Yae-chan. Yae is always concerned for other's feelings, she's meek and self-effacing, a little fearful and awkward. I like both Chitose and Yae because they are opposites and compliment each other.

Absolutely annoying and arrogant.
Her actions show it all, from not watching her own anime to only wanting to see praise. She thinks extremely highly of herself from her role and the sales of an Opening theme song. That's not to say she's the sort to stay that way. I think the point is she has these qualities because it leaves room for her character to change. People in general have a tendency to be smug about achieving something that seems amazing no matter how many before them have done it and this really shows based on the other two pro seiyuu's reactions to her performances and the way she carries herself.

She's egoistical and arrogant (and just not a very good person in general), but that's one of the reasons the show is so interesting. It's not often that you have a purposely dislikable main character. :p

Her bichy arrogance is what makes her, and largely the show as a whole funny. I don't get this idea some people have that a character being "nice" is the same as being entertaining to watch and vice versa. With that logic literally every villain ever would be an unlikable character, which is obviously not the case

Having a trollish and smug MC is genuinely refreshing and way more interesting then your average 10/10 perfect goody-two-shoes protagonist like we've seen a million times already. It also gives the character way more room to grow when they're so far from perfect to begin with (same reason which made Subaru such an interesting protagonist in Re:Zero)

Conversely we also voted her as best character of the season currently over in AG a little over a week ago:

I love her, she is arrogant, vain, but also can admit her mistakes, like when she asked Momoka how to improve her voice acting. Plus, while being ass, she loves her brother, and listen to his advices :)

She's written out to intentionally be an ass. Remember that this is supposed to be a reflection on the anime industry as it actually exists today. Her kind of behavior is quite common among new voice actors and actresses who get an attitude with the slightest bit of fame, though not nearly as extreme. This behavior extends outside of the anime industry and into any entertainment industry. It is quite popular in the gaming and music industry too.

Hell no, I find her surprisingly refreshing. She seems really human with how she acts, so many people are actually like that in real life.

One of her lines in the most recent episode, "I only want to look at things that praise me", really highlights her self-centred and frustrating characteristics. Chitose's egocentric attitude is what many people find annoying about her and understandably so. Wouldn't you want to smack somebody upside the head if they thought they were the reason for the success around them, but then if there are any failures they immediately put the blame on someone else? This is, for a lot people, what makes her character interesting to watch though. She's like Haruhi in a way. An annoying, self-centred brat and detestable human being sometimes but also adventurous, free-spirited and generally fun to be around.

If anything, she is refreshing.

I probably wouldn't like to be around a person like her in RL but as it's fiction, she instantly becomes a likable protagonist as she's terrible and terrific at the same time.

And the worst thing is is that she does not call Gojou an "Onii-chan".

She's extremely arrogant and immature and all the better for that...it's her charm, which she will lose a bit by the end of the series

Chitose is my spirit animal and basically a more self-centered version of me with tits. I think people are too hard on her. She can be a bit of a dick sometimes, but she isn't malicious, and is often fun to be around. She's kind of dumb, but she is *trying* to do well even if she doesn't always put 100% effort in. She just has a crippling need of validation, which many outgoing people do (I can honestly say I somewhat relate to that), but it doesn't make her a terrible person for it. There's usually one of those in every group.
