Oshii clearly cribbed from his own work when conceptualizing the narrative for 2nd GIG and expanded on it. It's a narrative revolving around sociopolitical circumstances being manipulated by duplicitous government officials as well as an idealistic white-haired former soldier.

Both have realistic near-future science fiction settings in which teams of (mostly) competent professional adult protagonists combat crime. Both combine sociopolitical themes with tense action. Both were done by Production I.G.
There are also plot similarities, but elaborating on those would go into spoiler territory.

Both are enthralling political thrillers taking place in the grey area between intelligence, military, politics, and police. Both law enforcement teams are drawn into a high level international conspiracy. The main plot idea in both is very similar, and includes rival factions within the Japanese government manipulating the public and each other to create certain social and political situations. Both anime were produced by Production I.G. and are the brain child of Mamoru Oshii.
Said with some grains of salt, SAG: 2nd Gig is a series length, modernized remake of Patlabor 2.
Oshii is listed as having provided story concept for 2nd GIG, and I'm sure what that concept was, to remake Patlabor 2. Both anime deal with the idea of using terrorism to incite a civil war in Japan, but keeping the mastermind who benefits the most from this hidden from the populance, forcing our main characters to unravel the conspiracy behind this. They also deal with the concept of hauntings from the past, with men our female lead already knew being involved in the terrorism, forcing them to deal with their shared past.
