Oh yeah, that's Yoshiya Kiryu (or Joshua as he's more commonly called) from an older game called "The world ends with you" This particular screenshot is from the anime adaptation that's currently airing! I only recently played the game since I found out it was ported to the switch for a pretty good price and he quickly became my favorite character because I have such an obvious (and horrible) type for anime boys -_-;;
And I noticed we do indeed have similar ratings, good to meet someone with quality taste haha. A lot of my ratings are my personal enjoyment so all jokes aside it's nice to know someone else had an equally good time with them!

My favorite anime currently though hmm I'll go based on this seasons new stuff since I have such a hard time deciding on a big favorite, but I'm really enjoying The Shadows House and Ijiranaide, Nagatoro-san! I don't usually like slice of life anime but the shadows house feels like it's a nice mixture of fun and plot which I bet will get deeper and more interesting! As for Nagatoro... a guilty pleasure. I'd still recommend both because they have a lot to offer!

aaaand finally, my top three favorites at the moment are: Nagisa Kaworu from Evangelion, Yugi Tsukasa from Toilet bound hanako-kun, and the third place is a tough one because I love so many characters buuuuut Joshua from The world ends with you. These shift around a lot for top favorites but my main taste is dubiously gay characters (also usually albino or white haired) or characters that you just cannot trust with your life unless you have a death wish. I could go off further, but I'm curious about your current favorites (anime and characters alike!)
